Proven Record


Rick has a proven record of commitment to the City as past President of both Prince Albert Crime Stoppers & the Prince Albert Lions Club, elected member of the Prince Albert Chamber of Commerce and member of the Saskatchewan Penitentiary Citizens Advisory Board, Fire Services Committee and the Meachan Youth Advisory committee within Prince Albert Multicultural Association. Over the years, Rick provided advice to Metis Friendship Centre, Prince Albert Food Bank, Prince Albert Riverbank Development Association and Prince Albert Housing Authority. He volunteered at Telecable and Shaw Cable Ten and many more civic groups.


Rick is a retired Accredited Mortgage Professional in 2000 for 12 years ran local business with his wife Kathy that offered the first full time mortgage brokerage in Prince Albert. Rick and Kathy arrived in the city in 1989. Rick worked for Telecable and then Shaw Cable as System Manager. Rick was Executive Director of the Prince Albert United Way moved into real estate, worked at CTV and, in 2000, Kathy and Rick started their mortgage brokerage business that helped thousands enjoy a new  or updated home. The Orr’s helped over 20 families qualify and buy homes under the Centennial Affordable Housing Program. In 2007 Rick has devoted his full attention to working as councillor for Ward 2 in Prince Albert. 

Rick represent the cities largest and most diverse ward. I have proudly worked on many city and ward challenges. Speeding on Riverside drive, new paved access to Nordale, improving Cloverdale road, new paving, improving city infrastructure for the city and increased bylaw and enforcement. Our future depends on increased economic development. He has worked on PA Community Futures, Economic Development, Chairman Joint Planning committee - 20 Year Riverbank & Downtown Strategic Plan, PA and Regional District Planning Commission, rehabilitation, Museum and Heritage, City Official Master Plan, Arts and Culture Plan, Prince Albert Housing Advisory Board, Pehonan Parkway Board, Friends of the Little Red, PA Needle Exchange, Prince Albert Downtown Business Association, Prince Albert Tourism, Budget and Executive Committees, Joint Planning committee - City and Peter Ballantyne Cree Nation.  Rick is always available by phone or in person to talk. He looks forward to representing you in Ward 2.

It's about working together

I believe deeply in Prince Albert, its historic past and future potential. The challenges ahead need to be addressed with positive understanding of the needs of the ward’s diverse population. It is the largest area in the city which encompasses the city’s entire downtown core, as well as the West flat area of the city up to 9th Avenue West. It also encompasses city land north of the North Saskatchewan River, including Hazeldell & Nordale,  acreage's, farmland and the airport and the city’s upcoming Green Industrial Park. The ward includes light and heavy industry. It is the largest geographical ward and it has the largest amount of voters in it. These areas each have their own issues that need attention. Ward 2 needs a councillor that can react to the citizens’ needs today and in the future. 
First - The top of the list is to have citizens feel secure in their homes and on the streets. 

Second - Everyone should be confident in the knowledge that nothing inside civic government is hidden or kept from public view and that they have representation that is providing accountability to them. 

Third - The city and the ward are facing troubled times with deficits due to crumbling infrastructure and civic cost increases due to labour and pension funding issues. I feel it is time to address these challenges and bring them forward so the citizens of ward 2 and Prince Albert can understand these challenges and we can deal with them together. Only then can we prepare for the future of Prince Albert and move forward along with the new growth our province and region are enjoying. 

Fourth - Prince Albert has untapped economic potential including tourism, manufacturing and retail development.  Now is the time to attract investors that will bring jobs to the community. With jobs we will have more families, more taxes and more services for everyone.
The citizens of Prince Albert must be complimented on how we faced hardships together such as our bridge work, streets and water crisis.  It is amazing how the city came together, both our civic leadership and fantastic city workers. Citizens pulled together, businesses worked to help out where possible.
